If a certificate of conduct (verklaring van goed gedrag or VOG) is required, you can obtain a certificate of conduct one of three ways: from your municipality, online through your employer, or from the Integrity and Screening Agency at the Ministry of Justice (Justis). The right way to obtain a certificate of conduct depends on why you need it and whether you are registered in the Municipal Personal Records Database (BRP).
In most cases, the reason why you would need a certificate of conduct (VOG) is because you are applying for a job. If you are registered in the Municipal Personal Records Database, you can apply online or via the municipality. If you are not registered, you must apply directly to Justis. In all cases, Justis decides whether or not a certificate of conduct should be issued.
From your municipality
If you need a certificate of conduct (VOG) for a job or work permit, or because you want to emigrate, you can send a fully completed application form to the municipality where you are registered. If you need a certificate of conduct for a job, your current or future employer will usually provide the application form. The employer will already have completed and signed their section of the form. When you go to the municipality to hand in the form, you will be required to show a valid ID and pay an application fee. The certificate of conduct is free of charge for a large group of volunteers as per 2015.
Online
You can apply for a certificate of conduct (VOG) online only if your current or future employer starts the application procedure. The Justis website explains how your employer should apply for a certificate of conduct via the internet.
From Justis
If you are not registered in the Municipal Personal Records Database, you must apply directly to Justis, for example if you are working temporarily in the Netherlands or are currently living abroad. Complete the application form and send it to vog.np.rni@justis.nl (10MB max.).
Justis can also help businesses (legal persons) that need a certificate of conduct (VOG). The application procedure for the Certificate of Good Conduct for legal persons (VOG RP) is different from the application for the Certificate of Good Conduct for natural persons.
This might be required for companies that want to enter into a contract or join an industry association. A separate application form is available for legal persons.
